The 11-point peace deal requires withdrawal of heavy weaponry and of “all foreign-armed groups” – for Kiev a veiled reference to Russian forces that Ukraine and the West accuse of arming separatists in the eastern Donetsk and Luhansk regions.
“The current situation in southeastern Ukraine shows that official Kiev is not planning to recognize the DPR and the LPR, and is continually breaching the Minsk agreements, toying with anti-Russian inclinations, and flirting with Ukrainian neo-nationalism that is all supported by Washington”, Patrushev told journalists.
