Witnesses and members of the Metro Area Fugitive Task Force said they saw Artis point a gun at uniformed officers, Peschong said.

“He had tried to stop this person for a traffic stop for speeding on July 23rd”, said Chief Jim Peschong, Lincoln Police.

Lancaster County Sheriff Terry Wagner says Tareik Artis of Lincoln jumped out of the backseat of the auto that a Lincoln police officer had stopped shortly after 1 p.m. Tuesday.

Artis was taken to the hospital for treatment.

According to the Lincoln Journal Star, Ombudsman Marshall Lux described the suspect as an African-American male who was running across the capital lawn. The man then turned and ran into the street.

Lux says he heard three shots but didn’t see the shooting. He says Artis was shot at least once by a U.S. Marshal and a Lancaster County deputy on 14th Street along the western edge of the Capitol. The man’s pants were bloody and he appeared to be hit in the upper thighs, she said. He said an investigation will reveal more information about the shooting and witnesses are still be interviewed. A sheriff’s deputy has been placed on administrative leave pending the outcome of the investigation.

Lincoln detectives are still investigating the shooting. In that case, a deputy USA marshal fired the fatal shot, and officers on the scene said they thought Hubbard was reaching for a gun under the seat of his vehicle.
