The compound, which sits just above the Western Wall plaza, houses both the Dome of the Rock and Al-Aqsa mosque and is the third holiest site in Islam. “It is the home of all Muslims and their presence in this place would intensify their connection to this place”.

There has been an increase in Jewish visitors to what they call the temple mount during the High Holy Days (Tuesday was Rosh ha-Shanah, the New Year), since it was the site of a long-since destroyed Jewish temple in late antiquity.

What uniquely characterizes these incidents and constitutes a mitigating factor is the broad absence of gunfire and total absence of suicide-bombing on the part of the Palestinian youth involved, along with an effort by Palestinian Authority Police to suppress violence in the West Bank and confine it to greater Jerusalem. The status quo forbids Jews from praying at the site, but they are allowed to visit along with other tourists.

Claims that the rifles are non-lethal have also drawn scrutiny. “They want to improve their quality of life”. “We will not allow them to do that”. This is because the exact locations of the various parts of the Jewish temple are not known and hence it’s possible that Jews may unintentionally step in sacred forbidden areas. Much of it isn’t organized, and numerous rock-throwers are teens, even children.
