CHICAGO (AP) – Police departments across Illinois say the state budget stalemate has left them struggling to provide necessary training to officers on everything from how to deal with the mentally ill to proper use of force. That includes threats from computer and software vendors threatening to cut off services if they do not receive payment.

White sent Rauner a letter last week, warning that the budget standoff could cause major problems at government facilities statewide, including the possibility that the electricity could be shut off at the Capitol. “The whole situation nationwide that’s going on with police and anti-police, now is not the time we want to cut training”, says Deputy Chief Foy.

A Rauner aide said on Friday that the governor’s office reached out to White about his letter and shares concerns about other cash-starved functions within state agencies under the governor’s control. She didn’t specify further.

“We hope (White) will also join us in encouraging his friends in the legislature to fulfill their constitutional obligation to pass a truly balanced budget”, Rauner’s spokeswoman, Lyndsey Walters, said.

Democrats are trying to pressure Rauner and other Republicans to sign off on a tax increase to help close a multibillion-dollar deficit.
