Tan said Brown and Roda are required to obtain an Emigration Clearance Certificate (ECC) before they will be allowed to depart from the Philippines.
Tan said a lookout bulletin is not on its own a bar to departure, unlike a hold departure order.
R&B singer Chris Brown finally made his way back to the Philippines for his Manila concert later tonight at the SM Mall of Asia Arena.
A spokeswoman for the bureau told AP Brown and his promoter would only be prevented from leaving if the DoJ raised objections to their departure.
Brown was supposed to leave at around 2 p.m., Wednesday, on a Gulfstream IV aircraft, parked at a private hangar in the Ninoy Aquino global Airport general aviation area near Terminal 4.
Iglesia ni Cristo, a religious group, and their Maligaya Development Corporation, which manages the venue, contacted the Justice Department on Tuesday after Brown arrived, seeking help with a fraud complaint. The Philippine Department of Justice had issued an order forbidding Brown from leaving the country.
“After making representations that Mr. Brown would perform thereat, and after having fully paid for both their services, Mr. Brown failed to appear and perform at the concert, to the damage and prejudice of MDC”. A posting earlier Wednesday on the singer’s Twitter account said a concert later this week in Jakarta, Indonesia, was being canceled for unspecified safety concerns but would be rescheduled.
